US Youth Soccer Official Under 09/10 7v7 Playing Rules

CAYSA Rule:  No deliberate heading of ball under U-12; restart is indirect free kick for dangerous play

Law 1 THE FIELD OF PLAY: The dimensions and marking of the field shall be as illustrated. The size of the goal will be 6½' High x 18' Wide. Both team coaches are responsible to assure that fields are properly marked and ready for play at least 20 minutes prior to game time.  NOTE: Coaches & players will be on opposite side of field than spectators.

Law 2 THE BALL: Size 4 with stitched cover. Circumference between 25-26 inches and weigh between 11-13 ounces. Each team will supply 1 game ball.

Law 3 NUMBER OF PLAYERS: Maximum of 7 players, including the goalkeeper, from each team on the field at any one time. Maximum of 12 players on the roster. Players may be substituted at any time with the permission of the referee, generally: prior to throw-in, in your favor. Prior to a goal kick by either team. After a goal by either team. After an injury by either team when the referee stops play and at half-time. Players must Enter and Exit the field from the halfway-line. Each player rostered to a team SHALL play a minimum of 50% of the total playing time. Teams and games may be coed. NOTE: GK Rotation: No specialized goalkeeping role for one or two players.

Law 4 PLAYERS' EQUIPMENT: Tennis shoes or soft-cleated soccer shoes. Shinguards are MANDATORY. Shinguards are to be worn UNDER the socks and the jersey tucked in. Players may not wear watches, necklaces, earrings, rings, or other jewelry. The players names "Will Not" be allowed on the jerseys - this is for the safety of the players.

Law 5 REFEREES: NASA will furnish referees. The decision of the Referee shall be final. All rule infractions shall be briefly explained to the offending player.

Law 6 ASSISTANT REFEREES: Assistant referees not used for U9/10 games.

Law 7 DURATION OF THE GAME: Game shall be divided into two (2) equal halves of twenty (20) minutes each and a half-time break of ten (10) minute.

Law 8 THE START OF PLAY: Conform to FIFA except that opposing players shall be seven (7) yards from the center mark while kick-off is in progress. The ball on kick-off no longer has to go forward.

Law 9 BALL IN AND OUT OF PLAY: Conform to FIFA - Ball must completely cross line to be "out of play". Ball is "in play" if any part of the ball is on or above the line.

Law 10 METHOD OF SCORING: Conform to FIFA - Ball must completely cross goal line between posts and beneath crossbar to count.

Law 11 OFF-SIDE: Conform to FIFA if Assistant Referees (linesman) are used. If only a center referee is used, flagrant off-side will be called. Verify with the referee prior to each game.

Law 12 FOULS AND MISCONDUCT: Conform to FIFA  CHARGING THE GOALKEEPER.  "Charging" is defined as intentional, non-violent, shoulder to shoulder contact while the ball is within playing distance.  In all age divisions there shall be no charging or intentional or reckless contact with the goalkeeper in any manner whatsoever.  Any such act will be considered at least as "dangerous play" with restart by indirect free kick for GK.

Law 13 FREE-KICKS: Conform to FIFA except that opponents must be six (6) yards away from the ball before kick is allowed.  If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred

Law 14 PENALTY-KICKS: Conform to FIFA except that opponents must be seven (7) yards away from the ball before kick is allowed.

Law 15 THROW-IN: Conform to FIFA

Law 16 GOAL-KICK:  When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick (if not immediately put into play), the opposing team must move behind the midfield line or the build out line, until the ball is put into play.  Once the opposing team is behind the midfield line or the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed - see Law 13).  After the ball is put into play by the goalkeeper, the opposing team can cross the midfield line or the build out line, and play resumes as normal.

Law 17 CORNER-KICK: Conform to FIFA except that opponents must be six (6) yards away from the ball before kick is allowed.

ADDITIONAL NASA ASSOCIATION RULES: Referees will keep score during games. Coaches and parents are to be reminded that the purpose of this program is to develop the individual player's ball control skills, not to gather an impressive team victory record. No alcoholic beverages or smoking will be allowed near the playing area.
